MetroConnects (Metro) is a special-purpose district governed by a seven-member Commission that operates and maintains approximately 1,500 miles of sanitary sewer mains within Greenville County in South Carolina.  Metro is seeking a successful candidate to fill the available Capital Program Manager position.

The Capital Program Manager is responsible for the overall management and implementation of the Capital Improvement Program (CIP) and Wet Weather Program. This position will directly supervise Project Managers and provide leadership for gravity sewer rehabilitation, pump station projects, SCDOT relocations, capital expansion initiatives, and encroachment projects. This will be a full-time position working Monday through Thursday 8 a.m. – 5 p.m., and Friday, 8 a.m. – 12 p.m.  This position will report to the Engineering Director.

Specific Duties and Responsibilities

Capital Improvement Program (CIP)

  • Prepares, manages, and implements the Capital Improvement Program with minimal oversight.
  • Directs, supervises, mentors, and develops Project Managers to ensure successful project delivery and adherence to CIP objectives.
  • Provides executive-level oversight of gravity sewer rehabilitation, pump station projects, capital expansion projects, SCDOT relocations, and encroachment projects.
  • Oversees and ensures quality control of plans, specifications, contract documents, details, and project files.
  • Reviews and processes contracts, contract amendments, change orders, easements, invoices, work orders, grants, regulatory documentation, GIS data, technical study reports, engineering plans and drawings, bids, proposals, and budget expenditure reports.
  • Coordinates with consulting engineers, contractors, regulatory agencies, County and State officials, and other utilities.
  • Ensures projects are delivered in accordance with budget, schedule, and regulatory requirements.

Wet Weather Program

  • Implements and manages the Wet Weather Program and associated projects.
  • Prepares quarterly and annual reports related to wet weather compliance and regulatory requirements.
  • Coordinates with regulatory agencies to ensure program compliance and performance objectives are achieved.

Departmental leadership and Support

  • Provides technical guidance and strategic support for engineering operations.
  • Assists in the development and maintenance of engineering design standards, specifications, and construction details.
  • Attends meetings, workshops, and professional conferences to remain current on regulatory and industry developments.
  • Represents the Engineering Department in public meetings and professional forums, as required.
  • Provides assistance and guidance to the general public.
  • Performs other related duties as assigned.

Minimum Qualifications

  • Bachelor’s degree in civil engineering or related field.
  • Minimum 12 years of experience in wastewater collection system design, construction, operations and maintenance, and project management.
  • Licensed Professional Engineer (PE) in the State of South Carolina.
  • Minimum six (6) years of experience in a management role within a utility or civil engineering environment.
  • Must possess a valid South Carolina driver’s license.
  • Demonstrated leadership, supervisory, and team development experience.
  • Strong analytical, organizational, and problem-solving skills.
  • Excellent verbal and written communication skills.
  • Exceptional attention to detail and ability to prioritize with emphasis on quality and accuracy of work.
  • Ability to coordinate effectively across departments and with external stakeholders.

Beneficial Skills and Experience

  • Strong working knowledge of AutoCAD, GIS, and Cityworks.
  • Experience with Inflow and Infiltration (I/I) removal programs.
  • Familiarity with MACP, PACP, and LACP standards.
  • Construction administration experience.
  • Master’s degree and/or Project Management Professional (PMP) certification.

Compensation

Position salary range is anticipated to be $100,000 – $140,000 annually, based on education and experience. Salary is negotiable based on qualifications. MetroConnects offers participation in the South Carolina Retirement System and a comprehensive benefits package, including medical insurance. A background check and drug screening are a condition of employment. Metro also conducts random drug screening during employment.
